Why do hackers have private accounts?

Most "cheaters" not hackers I see have public profiles.

A lot of cheaters just use throwaway accounts which are configured to have options set largely to private and have to be enabled. Many just realise it or bother changing certain visibility aspects.

Public profiles you mean. Scammers and cheaters rely on the gullibility of the less empowered to fall for the trick. And since your type are afraid of privacy, their profiles are set to public and filled with all the goodies your type consider 'legit'. So private profiles by and large are not in fact, scammers and cheaters, or in your vanacular hackers.
