You wouldn't even be able to refund it because it was not a Steam purchase. If it was, that's another story.

but someone has to pay steam to get a key, so steam is getting paid what would they lose if they refund key activated games?

Nope. Devs generate the keys for free. Valve gets nothing from sales of keys.
