Buy or trade for the rest of the set.
Paying or trading.
That we get only the half or less cards with a purchase means we do not buy a complete product... Like the story with "dlcs and other additional content"...
We pay for demo/basic versions and have to pay often overprized software to get a full functional product.
And anyone who investigate a bit will find some official text passages about cards which identify Valve Corporation as liar. Sometimes it's a good thing that Valve doesn't do a job right.
What are your going on about?
It's a topic about false statements which have been presented for years at some pages here and an obscure rip-off topic for consumers and all related to the questions "No card drop remaining ? What does that mean ?"
Maybe you will find one answer by yourself by browsing Valve's information pages. It's easy to find or maybe not.
Everything else is a common sense.
Care to give any more details? I'm unfamiliar with any new controversies in regards to DLC.
Or are you trotting out the tired argument that Expansion Packs/DLC/addons should not be a thing?
By official text, do you mean something like this?

It specifically says you only get half the cards. If you think accurate information is lying, you must live in a very confusing world.
