Does steam give out email addresses to developers?
Got an email from a developer which was an ad for their game saying it was released on steam with all the usual pictures and links.
Now I expect marketing coming from Valve but not some random game website that I've never been to before.
My only guess is that I've bought a different game from that developer on Steam and they've used that info send me spam.

I see nothing explicitly said in the privacy policy that allows them to use that info though.
It's mainly about sending info to law enforcement agencies and other other non-identifiable statistics to other companies.

Game I already own is VoidExpanse.
Apart from randomly buying VoidExpanse one day on Steam I've never had any contact with the website or developers.

No. Valve does not give private info to Devs, that why some games has sign ups, and account linking, which you're handing them your email yourself.

Devs can't demand, or request users private info.

Don't need an account for VoidExpanse, used PayPal so maybe they got it from billing info?

If you bought from them using PayPal outside of Steam, then I would assume so.

Some games has a button where you click to visit site to enter in email for news, or sign-up, some games has built into the game where you can enter your email, and some don't have any of that.

Yeah none of that, and paypal via steam launcher.
