bethesda has its own launcher and store now. so dont expect them to add anything to steam.
If you're willing to wait, there's also a Daggerfall Unity project that seeks to update Daggerfall in the Unity Game Engine, progress will probably be slow just like all big mods these days but it's worth to note it's existence for those who are interested in it.
You can download it then add it to the Steam client/launcher as a non-Steam game. And if your Steam games aren't stored locally then where are they stormed? On your computer/hard drive, right? Which would be "locally."
You have to send command line options for dosbox.
