PayPal 5€ discount on payment WORKS (Confirmation with Screenshots)
I thought it was a bug first, but read about some guys saying it works, just confirm on PayPal.

I gave it a shot and it does indeed work.

First things first, final "confirmation" before payment is on STEAM and NOT on PayPal.

Example:
You want to pay 39,99€, steam says -5€ then you choose paypal and on paypal it says 39,99€ still, press Pay and Confirm on paypal (dont worry you wont be charged YET), then it'll bring you back to steam and then it shows 34,99€. Only then you confirm and voila.

Thanks to those who mentioned it, so I just gave it a test.

Enjoy your event.

Thanks for making a post about it. If others ask/complain, I'll direct them to this thread.

Unfortunately doesn't work if you don't have a credit card to add to paypal account.

Well, thats another thing. Something we cannot change.
I have 0 balance and let PayPal withdraw automatically from my bank (Debitcard).
PayPal as transaction middleman basically.
I dont know how it works outside of EU/Germany or for those who have only Credit Card.

The thing is this the first time paypal didn't see the correct price, at least for me. Wanted to buy Ni no Kuni II but I'll most likely won't since I don't want to send the entire price to my paypal account and then wait for the leftovers to return to my bank account.

Well atleast you would not overpay and still have the money.
