The new chat is garbage, but the most annoying thing is...
The pop-out thing when you mouse over a name is annoying as hell, can we please at least have an option to disable that nonsense? If it's there I can't find it.

Currently there is no way to turn it off - but the latest notes suggest there will be.

If you read the last 2 days threads at least you will see that thousands of users are disgusted at this mess.

I have literally never seen that popout nonsense until today, and I'm on Steam almost daily. Thankfully I found a way to get the old chat UI back so it's not an awful bloated mess now.

It was there, though. Even on old UI. The popout when you hover over someone was ALWAYS there. It just was not as big as it is now but it was always there. It's really not that bad. it exists for the same purpose it existed back then. Display the name, the game played, the steam level...

I did not say I was against an option to remove it, though. Steam can add that to the patch list.

I've never had this issue until the new update, and now I have it constantly. It is garbage. I haven't even tried playing games since it, and no intention of doing so while it's a broken freaking mess like this.

The popup only appeared when you hovered over the person's profile picture. Now hovering over them anywhere for even a second makes it pop up. It's annoying, especially due to the size of it. The old UI popup was much smaller.

I did say that the old popup was smaller, though. Also, I didn't think that you meant the way it appeared. I see it but for me, it also disappears as soon as I move my mouse away so it's not really a big problem for me anyhow. It only looks big when steam level and badge are shown.
