What is Steam/Valve's official policy and homophobic and sexist abuse?

As the title asks. What is Steam/Valve's official policy on this kind of behaviour? Over the last week there have been a string of increasingly open and increasingly aggressive homophobic and misogynist posts of Off Topic particularly and no action has been taken. Does this imply Valve/Steam accepts/condones this kind of behaviour? What's the official policy?

A couple of weeks back, Valve declared, that they do value free speech in all of its forms, as long as it is not strictly outside the legal limits and will not take action against it unless forced. Furthermore, they declared, that users of Steam, who feel offended, will be given the tools not to be shown contents, that fall into this range.

I am not happy about this stance, although most of the community voiced their support.
