That sounds like a violation of the Steam Subscriber Agreement.

That is against the TOS and is grounds for having your account shut down....
I'd say to ask support, but since your breaking steam's rules asking them probably wouldn't be wise.
Key word USED to live there. You no longer live there so your store was supposed to be updated to reflect your new place of residence. Several reasons for that
1. Taxes - they are still being paid if applicable to a country you no longer live in
2. Content - some countries outlaw certain content for anyone who lives in that country
