Don't ever buy from them again if they aren't willing to take responsibility.
Also, steam generated codes I'm pretty sure would use a pretty air-tight algorithm to come up with them for the cards. More than likely, they have some kind of code generator they're using or were stolen cards and that's why it even went through initially. There's probably only an extreeeemely rare percentage of misprints for legit codes.

Making poor and ill informed choices is not any sort of rationalization for piracy.
And of course the scammy grey market site selling fraudulent codes is giving you the run around. You need to get ahold of your bank or whatever to get your money back.

I'm assuming you went to the list of merchants and found one that sold Steam Wallet codes. I would report that seller to GCash as they scammed you. They might even give you that 15 percent off your first purchase again. Never use the seller that sold you the code again though.
GCash is legit as a payment method here. And then they provide you with the codes.
