Try all download servers until you find one with speeds you are happy with.
There are over 130 to try.
Any server near me was slow as dirt. Nearest does not always equal faster.

Today, Rio was better for me. Yesterday, Columbia was better (odd, ain't it?). Btw... I'm on the East Coast.
I get on average 720mb/s from my gigabit connection from Verizon.
And ISPs also throttle.
there was an very old github conversation about steam pinging the dns to much causing dropouts in steam download speed, whether or not that is still the case now, only steam has the answers to that.
the preallocation nonsense is a whole other bag of bs.
no other game platform/store/standalones/ect.. or downloading on the internet/sites has either of these issues, yet steam and their die hard fans will not acknowledge anything wrong with steam.
either way this will be complained about for years as it has been for years already, with no fixes in sight or even any news that the issues are being looked at or recognized.

It isn't just Steam/Valve, it is anything to do with computing or gaming in general.
If anyone has any - legitimate - problem with something there is always someone who will leap to the producers defence.
Game optimisation, bugs, poor hit detection, atrocious game mechanics, poor controls - universal response of git gud nub and stop running it on a potato.
No matter how many people report it, comment on it or how universally known and acknowledged.
