Beside, buying, selling and tranfsering ownership of steam accounts is not allowed as per Steam Subscriber Agreements.
1. Account selling is against the TOS.

2. There's no game transfer between accounts, they're bound to the account they're bought on.
3. You can do family share between accounts, but not all games can be family shared.

As Crazy Tiger posted is correct, if you don't know this person in real life, meaning you never met this person physically face to face, then that person you bought the account from could mess with you later on, and try to reclaim his account back from you, the issue you face is you have no ground proof of owning the account, and the fact is that it's agasint the terms of service, which you broke, which can lead to either account getting account locked, or account termination, the same thing apply to Uplay account as well, just so you're aware.
