How are Steam tags created?
Curious to know if a tag is used often enough be people if it becomes an actual tag that can be used to search. I noticed that 'Asymmetrical' isn't a tag but seems to be an increasingly popular style of gaming lately, but can't tell if searching that word brings up those type games or not..

Tags are user-generated.

The genres the dev selects will be the initial tags for a game with user-defined ones getting added by the community as time goes on.

Yeah, plus you can report tags too, if enough people flag a tag as inaccurate, it will be removed. Sadly I see many many incorrect tags, and I don't think enough people (myself included) take the time to report them.
