Did you fill in your phone number/all required fields? On another topic, Steam would give the 'too long address' error until user filled in their phone number. It's possible there's only one error type or there's bug in system preventing it from displaying correct error messages. If either is the case, Steam/Valve should really fix it.

I actually just filled in the zip code space and even though my city doesnt have one... anyway it seems the bug gives the wrong error filling out the purchase form
Billing information has nothing to do with it.
You must own the base game on Steam to buy the DLC.
