Selected Drive Already Has A library Folder

I know there was already a completed discussion for this problem but I cannot for the life of me understand how to execute the solution.

The problem I am having is that after loading up my computer today after a windows update yesterday and trying to open steam it said steam was updating then created all the folders found within the steam file in the desktop; then when steam opened it says all my games need to be installed, I can find the games in my regular steam folder in the file explorer; all the games are there. When i tried to create a new steam library with the original file location it says "Selected Drive Already Has A Library Folder".

I was following this video which appears to be following the solution discussed in the previous discussions but ran into a problem https://youtu.be/NZ0gA0scnyw when he shows the games library destination as "E:\\Games Data (E)\\SteamLibrary (E)" is where I have the problem, I cannot find any file even resembling "Steam Library Folder", the file where I have found my games stored since I installed steam is "D:\Steam\steamapps\common" and within the " common " folder is where the games are stored. I tried inputting this file path in place of the one used in the video but it did not do anything.

Any help would be appreciated.

You ran Steam.exe from your desktop not a shortcut.
Manually delete the files from your desktop and run Steam.exe from the location you installed it to.

Recreate the shortcut on your desktop.

Thanks, I don't know why but after turning it on this morning and before coming here it seems like all the games are back now

Three years later, a different problem and confirmed solved. Why are you even posting this here?
