CD key problem but it's really weird
The situation is this, I used first one CD key for Hoi4: Cadet edition. Than later used a key for the exact same game. How did both get used?

Most likely the second key had stuff in it that you were missing with the first key.
If it has just one extra DLC or bonus stuff then the activation will work.
Only if both versions of the key are 100% identical does Steam refuse to activate the second one.

go to account details then View licenses and product key activations. see if it says both are there and the same thing

Both are exactily the same. Could DLC activation in between make a diffrense?

No. Are you sure they were from the same region? Additional languages would explain it as well.
