Can try this disable game cloud, replace save, then launch game, if it works then cloud save been fighting you to use your save from laptop.
Also what is the name of the game?
Or could do this, copy save, bring it to your main PC, run game as it running, replace local save from your deck, then close game, and it will upload that save replacing what on the cloud.
I gave up and tried starting a new game. I can't even save a game that way. The option to save and load is grayed out so I'm not sure what exactly the issue is at this point.
I tried going to that PCGamingWiki website to see where the save file should go for this game, and the folder it needs to go in to doesn't even exist on my desktop nor on my laptop.
My lappy has Windows 11, the desktop is my husband's old desktop as he upgraded and it has Windows 10 on it.
Any advice?

1. Copy this:
%USERPROFILE%\AppData\LocalLow\Owlcat Games\Pathfinder Kingmaker\Saved Games
2. Press Windows key + R key, a box will appear, paste what you copy, and a folder should open to that location, if get error, then means no folder was made for that. just copy, and paste this instead if get error.

If didn't find
3. Look for Owlcat Games folder, if see it go into it, and look for Pathfinder Kingmaker folder, if see it go into it, and if don't see Saved Games folder, make one just copy exact text "Saved Games" without qoutes for the folder, the throw your saves into it, I suggest use your game save manager since you said you make a new save so I assume cloud save on Steam got updated with new save. Now if you happen to not see any of the folders, just make them.
Before launch game, disable cloud save for game, can just right click it in library, go into properties, and you should see a box to uncheck for cloud support for said game, now run game, if save works, then got your save.
To ensure Steam cloud sync your save, copy your save, enable cloud sync for game, run game, now alt + tap out of game, and paste game to replace save file with your copy you made, because cloud save would try to replace with what on their system that be why, so all have to do is close game, and steam will upload your copy save you replace, and all good to go.

install a 3rd party syncing soft ware to which you prefer to use whether onedrive, mega, dropbox etc..
for the need of this workaround i use mega.
first locate your steam-account where the saves are stored "C:\Program Files (x86)\Steam\userdata"
copy that in other drive where you will sync it with mega in as a subfolder if you to also use this to enable cloudsaves for games that are not managed by steam sync system
in this case copy in "X:/!!Gamesaves\steamsaves"
return to "C:\Program Files (x86)\Steam\userdata" and add "-" at the end of your steam-account
open command prompt as administator
for example letter represent numbers of your steam-account
typ:
mklink /j "C:\Program Files (x86)\Steam\userdata\AABCADE" "X:/!!Gamesaves\steamsaves\AABCADE"
now you created a shortcut that act like o normal folder which will be synced whith the service you u might use
you also use this method to sync saves like dragon age, mass effect
in that case copy bioware folder from "C:/Users/user1/documents" to "X:/!!Gamesaves/!Documents"
and type in command prompt
mklink /j "C:/Users/user1/documents\bioware" "X:/!!Gamesaves/!Documents\bioware"
u may also write those in a *.txt file which then turn into *.bat file to run those command all at once if you have to reinstall your pc
