Selling items and skins is technically not against the rules but Valve will offer no protection and scams run rampant. Even on legit sites someone can buy your stuff then issue a charge back and steal your items.
There is no such thing as a legit site with no chance to be scammed that deals with trading steam skins.
There are no legitimate sites as none of them are authorized to do so, and any user can buy your stuff, issue a charge back or scam you, despite a sites reputation.
There is no site safe from a chargeback....
Not by Valve, no.
It's a third-party site, not affliated or supported in any way by Valve.
Any 3rd party site is by nature never trustworthy.
You have no idea how secure they are, no idea if they are selling your credentials, etc. Heck they could sell all your credentials tomorrow for all you know.
