Could you maybe be more specific?

The Steam Client is the thing that you use to launch games. It's literally the thing you're typing in.

Do you mean the various bootstrappers and webhelpers? Those are also part of the Steam Client and are necessary for it to run to launch your games.

Do you mean something else?

How do you start the game, by shortcut on the desktop?

That is Steam trying to update features and your PC is giving you a choice to allow it or not, got this myself several times before.

is there a way to stop it from doing it again or di just have to wait
Only if there is a major update to steam or sometimes windows itself will this occur.

Adding a new game can as well.

Running as an administrator will cause this to happen.

Do you start the Steam client FIRST, and then click the game's launcher / play button? And as asked before, are you launching outside of Steam?

If you're using the game's exe to launch it, without first starting Steam, Steam WILL launch and start up.

If this is just happening NOW, on a game that never did it before, *your operating system* changed something. When it asks for permission to run, that's admin privilege and needs to be looked at from the operating system's side.
