A sticker cannot be attached to a sentence. An emoticon can be used in any part of a sentence or standalone. That's why stickers are huge in size.
A sticker is for reaction, an emoticon is to indicate emotions attached to the sentence. Emoticon too can be a reaction with lesser emphasis (lack of animation & smaller size).
How to use them - they have the same function. To express emotions in the absence of body language.
To Steam, it's just a way to monetise more cute stuff and collectibles while meeting new interweb trends.
Emote ICON is an ICON that like probably 13 Year olds care about,
& they are for posting what Mood your in, as you chat with your Friends...
They come in various types of Small images...
Stickers on the other hand, are probably what 7 Year olds care about,
Large Images of Child Friendly stuff, that Animate... They seem to be
of Random Images, that do strange & goofy things...
If any of these Interest you, by all means, go for them...
You can find both under a Category Box, when you go into a Chat with someone,
It should be close to your Send Button for the Chat...
The Box looks like a Smiley Face...
