I believe so, just ensure you writedown your recovery code for both accounts, and keep them in a safe place.

No you don't get banned like that. If you have multiple accounts using same phone number, and one account suddenly gets ban, then both accounts will get banned for having same link phone number. But if the account was already banned that had the phone number, and cooldown is gone if I remember correctly which was couple months, then you wouldn't need to worry about using multiple accounts using same phone number, as long you don't get Vac ban again.

But if you want to ensure about this contact support, and explain clearly as possible to them.
Steam support > My account > Data related to my account > scroll to the bottom, and click on contact support.

Vac bans aren't 'contagious'. But if an account is connected AT THE TIME OF CHEATING BEING CAUGHT, they will ALL be banned.
