Download servers get affected by congestion, this isn't something new.
You are assuming that this is the problem, so i provided a 'solution' for your assumed problem.
There are many other reason for slow downloads.
1) Network related - router, DNS, and what not.
2) PC related - AV software, CPU / Disk IO limitations.
I'm with Telstra average is 20 megs

have you tinkered maybe in Steam Settings>Downloads?
I am on nbn and know i can get higher than 1.5 megs per second. Im with telstra aswell so im definitely not reaching close to the cap. all my settings are deafult in Steam Settings>Downloads
Is your NBN capped? Could be Christmas traffic . Keep and eye on it around 8 am. I find traffic increases around 9pm
NBN is a joke we dont have it yet up Cairns way and we hear so many complaints NBN compulsary is slower than what we currecnty have now which is around 25 megs a sec and higher even up to 120 with fiber
It cant be capped as the blizzard launcher is downloading diablo at my normal download rates. The issue is exclusive to steam.
Our downloads speeds are determined by the host we download from.
ok, try this go to Steam settings>Downloads clear Steam download cache it will exit and require you to restart Steam log in again
Do the same for web browser delete web browser cache.
I like how on every single thread asking why Steam downloads are less than 5% of the typical DL speeds from literally any other server, there's someone trying to imply the problem is on the user's end. "Check your modem settings. Check your Region. Your ISP must be capping speeds. Maybe it's sunspots" How about just coming clean and telling us you can't be bothered investing in Oceania servers. So if there is some magical settings or way of sacrificing someone's firstborn child people have used to get consistent 20Mbs downloads in Australia on Telstra, spill. KInda sucks buying a game and having to wait 15 hours(!!!) while it downloads. Maybe Steam could try reinvesting some of their profits in renting or buying some decent infrastructure down here.
