Is there a way to force steam to terminate automatically once I exit a game?

Is there a way to force steam to stop running in the the background once I exit a game and to do it automatically?

I am running a program that doesn't allow access to the windows screen that runs games. If I launch a Steam game and exit it, Steam stays open and it takes a long time for the next Steam game to open. So I am looking for a way that Steam stops running in the background once I exit a Steam game. Thank you for your help.
