Maybe... contact the person who left that comment on the Nexus and ask them if they've solved the mystery for themselves?

You may also try Computer Management/Shared Folders/Open Files and close any affected files. See if any programs are "using or have them open", if that doesnt help then its a whole new ballgame and superuser maybe the best place to get help

Eventually this did the trick for me: opened elevated cmd prompt and created a soft link from C to D:
1. mklink /D "C:\d_link" "D:\"
2. Created on D:\ folder Steam
Then in steam's "add library folder" menu I was able to choose c:\d_link\Steam and voila.
