Can´t remove "read-only"-flag on steam folder or subfolders
So, I use a lot of modding tools for my Skyrim SE game and recently they started having troubles, I think it´s because the steam-folder and all subfolders are read-only.
The problem is, I can´t remove the "read-only"-option in folder settings, everytime I uncheck that tick-box it just defaults back to read-only.
And yes, I am admin on my computer.

Sometimes folder permissions get screwed up, happened to me with Steam and Origin before.

Give this a try and see if it works:

Tried everything, still can't untick "read-only".

Have you tried this?

Repair Library Folder
The Steam library folder contains all of your installed games on disk. These folders need to be writable by all users in order to update properly. Sometimes these user permissions break and need to be refreshed.

Navigate to your Steam -> Settings -> Downloads -> Steam Library Folders -> Right click on folder -> Repair Folder

I made a point of checking your post history before typing that. If you really have been tangling with this problem for more than three months I really don't know what to suggest.

Maybe... contact the person who left that comment on the Nexus and ask them if they've solved the mystery for themselves?

You would create a new user

You may also try Computer Management/Shared Folders/Open Files and close any affected files. See if any programs are "using or have them open", if that doesnt help then its a whole new ballgame and superuser maybe the best place to get help

I have two drives: main C and another one D. Steam was installed on the smaller C drive and ate all the space. And trying to add another library folder on D always gave this error about drive being read-only, and nothing I found on google how to fix it in win10 didn't work.

Eventually this did the trick for me: opened elevated cmd prompt and created a soft link from C to D:
1. mklink /D "C:\d_link" "D:\"
2. Created on D:\ folder Steam
Then in steam's "add library folder" menu I was able to choose c:\d_link\Steam and voila.
