Steam is not launching or downloading any content

I have had this problem for a full day now. I have restarted my pc, updated its drives, cleared steam cache and even repaired my disk space. When i try to launch tf2 its stuck in "LAUNCHING" or Validating. When i tried to install arma 3, the progress bar is stagnant and is not moving past 0%. i have tried many tricks and they are not working. Im running out of guides to use.

Here too. I can't download my game updates; progress bar sits at 0 no matter what the download speeds seem to be. Cleared steam cache, changed region-- no luck.

but it looks pretty.... by pretty I mean you can see what other people that you don't care about are doing in games that you don't play.... you know... when you get it working and all.

Steam download speed is very throttled right now. It is on steams end.
Multiple friends with different providers/different ares of the country can confirm same issue. (fios/comcast/time warner east to west coast and canada)
Speed test confirms they are normal. (personally gigabit internet)
Personally dled games from epic, gog, and uplay. All at normal speed.
Doesn't matter if it's a game/music/dlc/sdk. All exhibate the same speed issue.
Nothing in the tips will/has fixed this.
Tried different vpn servers and got the same result, same as steams download region.

It's likely we will just have to wait it out. (You could do a steam ticket, though IMHO they are worthless and by the time you'd get an answer this issue will be resolved)

As for the games not lauching, I have no information.

HEY! I switched over to the toronto download region and was able to get my speeds back. I would suggest anyone having the dl issue try this.
Steam -> Settings -> Downloads -> Download Region
