The uniforms isn't the issue.
I've recently played Tokyo Xanadu eX+, which has a high school setting -- and I've never heard about it being censored in the west.
Honestly I would advise to not get you hopes up and try to sell your game on other platforms that aren't so draconian and, let's be honest here, vague, opaque and wishy-washy with their rules and their enforcement.
I mean FFS they banned a educational VN about Esperanto:

The game didn't have any erotic content what so ever but OH LOOK ANIME GIRLS BETTER BAN THEM JUST TO BE SAFE.
DO NOT TRUST VALVE WHEN IT COMES TO ADULT ONLY GAMES.
Gabe himself had to put his foot down for Hatred to be sold on the store and that was the last thing I remember Valve doing that I considered a good for the consumer.
Edit: I forgot to add that the example game was allowed back on Steam BUT ONLY AFTER Valve got called out publicly about banning it.
Most games wrongfully banned do not get that support so again don't get your hopes up and have a back-up plan.

And plus, one of my fellow artist friend (He's the one who draw CGs for Huniepop) said his game dev also facing the same problem about School uniform too, I haven't really asked the detailed problem though...
