When you send a gift, your friend will get an email. If your friend is online, he will see the notification asking him yes to accept the gift, and add to library, or no, which sends the refund back to you.
When you send a gift, you can choose the date when to send the gift, and it will send it out on that date you sent, but do note your friend has exactly 30 days to claim the gift when it's sent, or else it will be return, and refunded back to you.

On the other hand, if you're just looking to dodge your friend's parents, then ask your friend if his parents have access to the e-mail account attached to his Steam account.
If yes, then buy the game from someplace like Humble Bundle, then just send him a gift link (NOT an e-mail), and then have him redeem the key himself. Of course, this will still go through an e-mail account, so he needs to have an e-mail account (for his Humble account) that his parents don't have access to.)
(If he has trouble figuring out which e-mail account is attached to his Steam account or Humble account, then tell him he shouldn't be using Steam.)
