Can I get my money back during holidays?
I'm thinking of buying Dead Cells, but I'm not sure if I'll like it. Will I have the option to refund today and still get the money? Or will I have to wait until 27th?

Depends on if Valve has someone free to look at your refund request.

don't expect your money back for a while, during holidays refunds to checking accounts and such take longer, i had one approved days ago and still waiting.

If you're under 2 hours and 2 weeks you're free to issue a refund. Playing the game longer than 2 hours or keeping the game longer than 2 weeks will drastically reduce the odds of getting a refund.

Can you refund a game you don't like? Sure. But it will take 7 days and as mentioned, possibly longer during the holiday season. Instead of buying a game that you're not sure if you will like, then going aww man I want to refund it so I can buy this other game instead, just buy that other game to begin with.

As long as you are within the 2 hours of runtime and less than 14 days since purchase you can return a game for any reason. Including not liking it.
Keep in mind that the refund system does not exist to test games. If Valve deems you are abusing the refund system they will warn you. If you ignore the warning, you will lose the ability to refund games, permanently.

For Dead Cells, it's a hard game, if you don't like hard game, you better pass. However with the recent update a lot of weapons got rebalanced and first level of difficulty is a lot less punishing. The custom mode is a great addition too.

It does not take 7 days depending on how you made the purchase. Last week I dropped a $100 steam card on my account. I bought GTAV in error as I meant to buy GTAV and the Criminal Enterprise Pack. I contacted support and within a couple of hours I had my game refunded and in 24 hours (exactly) I had the money back in my steam wallet.

If you use a credit card, it may take slightly longer for the money to get put back on the card.
