Can't add payment method to my account
I'm not trying to purchase anything, just trying to add my credit card I used countless times before. Yet every time I try to add it it says purchase can't be completed. I'm not trying to purchase anything, just want to store a credit card I used before!

1) Steam won't add my card

I did it just now. Everything is fine.
Now, I want to contact steam, because it's clearly a steam issue. I browse steam help interface & I didn't find a way to complain.

If so ensure you correctly enter everything in, any mistakes will cause an error as it has to match whatever your credit card is, that incude Card number, Expiration date. First name, Last name, Billing address, if 2nd address add that as well or leave blank if none, country, city, zip / postal code, and add phone number if you have one on your steam account. If you don't put the full details that the credit card shows on their end it just come back as an error as Steam trying to make sure it matches all the way.

Another option is just use Paypal.

I would suggest contact Steam if your dead set on adding your credit card, and keep on getting payment errors.

My payment method WAS on my account. But one day, I tried purchasing something but it wouldn't let me. Now, it doesn't let me re-add my card. And I can't make any purchases at all.

Your account claims that you live in Congo. If your credit card isn't issued there, that's probably the reason.

I have the exactly the same issue. Bank says it not an issue there end. Steams redirect to tge Bank authority page. Seems to be the issue.
