UK to Netherlands gift
So my dad lives in the UK and i live in NL and he has been gifting me games for ages and was working fine till today when he gifted me ESO and i got this error

Sorry, an error has occurred:

This item cannot be added to your library because it is restricted from your country.

did somthing change?

Thanks for your reply but i have been over that and like i said i have been given copys of other games from m dad with no issues and ESO is not region locked
i also went over the gifting step by step with my dad on skype and he has no messages about region or anything so i dont think thats the issue

Problem that he is not the only one facing this issue and it happened yesterday to Steam.
Valve made some changes recently and some people which is in same region with gifter - can't activate their gifts and getting same error.

Still not reply for Steam and i got no idea how to fix this and i know using a VPN is a bad idea as i dont wanna get my account banned. this is what i see when i try get the gift https://imgur.com/hnh0336

They may take a while to respond, but you're not the only one, other people reporting the same thing.

This may be a case where it is restricted because of its crates. Can't say it definetly is but Netherlands is one of the places that was among the first to start laying down the law against them.

Well if i was buying crates maybe but as far as i know ESO isnt banned here and like i said i have ESO installed already i just wanted the steam version for morrowind

This seems to be effecting every Steam Gift now. All gifts in inventories are now locked to the nation/trade union they were bought from, I believe. It is also effecting new purchases.

I have the same issue - my sister (living in Norway) sent me a gift to Czech Rep and I cannot activate it with the same message about "country restriction" (the game is not restricted here as Czech Rep is one of the most liberal countries in the world and the price is +/- the same as in Norway)

Well its weekend so i guess i need to wait for a response to my ticket. My dad has been sending me games on steam for years as its normal how he gifts me for xmas and birthdays so this is kinda sad

Well steam got back to me and this is what was said
Hi there,

I see you've been able to accept gifts previously from your dad's account so this one might be a game-specific restriction.

Sadly, we can't remove any restrictions so I recommend declining the gift and having your dad send you a digital gift card instead. That way you can use those gifted funds to purchase the game he was originally trying to gift.

They did not reply to me yet, but it is really strange - me and my sister we used to send gift games to each other many many times, but I struggle the same issue as you now.

If they replay the same to me as well, I will cease to use steam for gifts. Digital gift card is no solution for me.
