open the Steam client not web browser to access Steam Settings
Steam>settings>interface> enable hardware video decoding ( requires restart)
exit Steam restart dont just close it
Nope - does not fix the problem. Have tried all options in Beta and Stable - and the only things that work are to set Win DPI scaling to 100% or disable "Scale Text and Icons.." in Steam settings.

Not sure why you are linking that. There is no fix for the problem that valve ignores..
It is the place for bugs. Since a thread was already created for it, post in it.
That is because people search based on different wording. Why some come to this post. I could not find any related to my problem when greating this on the 22 of nov
How come steam dont care? Cant watch any video in fullscreen with this problem
If I can't watch the preview videos fullscreen then I can't be persuaded to give you money for games I'll never play.
P.S. Confirmed that it's an issue with 4K resolution scaling that started a month or two back.
