Does Steam diferentiate residential ip adresses between vpn/proxy/hosting/tor IPs?

this person has more history of dubious questions, def seems to be someone out to scam people and also threads talking about supporting and that he/she uses cheats in csgo.

honestly i would ignore this thread and report it, as the OP has already resorted to insults ect... and should be forum banned and more, along with his "90 accounts".

id go as far to report his profile in the hopes that steam keeps an eye on him to catch any dubious behavior.
