Chat works fine, and it's even better, but that's just my opinion, just like yours.
i would suggest a streaming program like obs or something and using twitch.
So steam is really a pain for such thing. It is horrible.
Disabling in the options doesn't work. On every steam page a stupid, childish streaming video is popping up. This crap is annoying as hell.
Make this crap removable, and all is fine. Anyone who wants stuff like this, shall view it, but i don't want to see this stuff. Like the "curators" on the pages. Inefficient usage of place and room.

Neither of them will play, when you have check the box for "Hide all live broadcasts on the store product pages."
This one is checked, but doesn't work. It's working like you described, but i don't even want to see those banners... they are taken too much place and offers not enough information. It should be no problem to make them invisible after checking a box.

Those watching the stream can in fact chat with the streamer, there is a chat window that will appear.
You can follow a streamer by going to their profile and select the follow option.
Regarding the "not being able to do anything" is vague at best unless you can actually describe what the "anything" is unless is was just residual ranting.
