The best you can do is the Xbox Play Anywhere feature where if you buy a compatible game on PC, you can also download it on your Xbox One and vice versa. Steam licences are not transferable i.e I own Rocket League on here but that doesn't mean I can then have it on PS4 for free.

Since The Xbox One console runs on an operating system that includes the Windows 10 core, although initially it included the Windows 8 core at the Xbox One's release. The Xbox One system software contains a heavily modified Hyper-V hypervisor (known as NanoVisor) as its host OS and two partitions.
There are ways you can install a working system but you wouldn't be able to play any xbox games on it then probably ever again.
