Well let me enlight you:
The Beta-Stadium is a stadium, where the basic functions of the desired system are implemented but not tested and fixed yet. This means the product is unfinished.
Yes it happens that an unfinished product has bugs in it. Thats what the Beta is meant to be used for. It is rolled out to be tested in a non-idealized environment (called reality). Thats where bugs that you could never find in laboratory-testings will be revealed so the developer-team can fix them.
So instead of flaming around because you don't know what it takes to build a propper application, you could better start using this forum https://steamcommunity.com/groups/SteamClientBeta/discussions/0/ to report things that you think that are unintended or you can use this section https://steamcommunity.com/discussions/forum/10/ to give some suggestions for future updates, that you would like to see.
