Quit Steam.
Open <Steam install dir>/config/config.vdf in a text editor
Find the BigPicture section, change or add VerticalRes, eg
Start steam, see if it worked.
It is honestly a bit odd that they don't give you higher resolution options in the UI; Big Picture Mode always renders in a resolution-independent way (i.e. all the controls and UI are the same size no matter what resolution you use) so the only reason not to go all the way up to the native resolution of your monitor is that it's harder on your GPU.
I've been doing some research to find exactly where specifically you are supposed to paste the -fulldesktopres command within the shortcut properties. Can you give some clarity?
It goes in the shortcut's target path, the target should say:
"C:\Program Files (x86)\Steam\Steam.exe" -fulldesktopres
The quotes should be there, but only round the program path and not the command.
