Only thing you can do is wait for a response.
I believe there working days not weekdays so add an extra two days for the weekend.
That too, yes. And holidays don't count as well.
FedEx lost it, not Steam. Steam can't lose any physical things as it is just a program.

So ... you're saying a Steam Controller (and a Steam Box when it was a thing) - sold and shipped by Steam is 'just a program'? Please stop responding if you're going to be like this.

Matt - FedEx gives a refund to the shipper due to the loss. They have nothing to do with the recipient at all as they didn't pay anything to FedEx themselves.
You better be careful about that "credit card route".
