To answer your question, no, i am yet to see cases where Valve takes action against users for idling games.
SAM is an idler as well as a tool to alter achievement data.
Ensure that you do not touch the achievement tab.
Your trust-factor shouldn't be affected by how many games you obtained and your cumulative play-time.
Valve chose to remain discreet about the trust-factor in any case.
1. Artificially inflated gMe hours on your profile
2. If you stumble upon a shady fake idler, it may steal your Steam account
Otherwise, nothing to fear. Although indearoy hope that Valve are smarter than you are and dont let the trust metric to be fooled that easily.
SAM does not result in a VAC ban.
Game developers can choose to ban players from their game hub.
That is different from a VAC ban.
