Can I use Family Sharing with my friend from another country?
Does Valve allow it?

But I can sent him my pass first. Next, send a code from SteamGuard and then just change my password.
No, that would be a violation of the Steam Subscriber Agreement and can get your account permanently suspended or even terminated. I strongly recommend you read that legally binding contract you signed when you created your account.

Then why doesn't Valve bun the websites with Steam accounts selling?

Because Valve can't go around the World with a very very large magnetic thing to shut down their servers.

Would using something like Team Viewer to do it violate the Steam Subscriber Agreement? I am trying to share it with my cosine, but we leave in different countries and with the virus we can't travel to do this...

You can do it, but I would highly advice against it, unless you perfectly trust the user in question

Technically is illegal but you are free to do so on your own risk.
Only family share to someone you really can trust.
You do not want to risk get your account banned or hacked.

My cousin and i both live next to the mexican border. If i go to his house and he comes to mine to set it up. Could we both play each others games? Is that allowed?
