About the Ranking of games

There is only "Recommended" and "Not Recommended" options in the user reviews of steam, but sometimes to vote “Recommended” or "Not Recommended" would be a problem, for example, TF2 is a good game, all of my friends love to play TF2, but I dislike this game in personally, can I recommend players to play a game which I don't like to play?
so we need the ratings like "five stars"(☆☆☆☆☆)

I can not find the best of games in the steam.

Filtering the list by "User Reviews" and then selecting "Games" -only, under the settings to the right will give you a descending list with all Steam Games based on reviews.
Portal 2 is appearantly the number 1 steam game according to user reviews.
But ofcourse the system doesn't really work since a game with 1 positive review would be considered "The best rated game".

Also I don't think we need a Star system. You either like or dislike a game and in your review you can detail the positives and negatives and then state why you gave either a Positive or Negative reccomendation.
A star system could work, but I personally don't think it is needed since you can write a detailed review.

So if you dislike TF2, you could give it a Negative Reccomendation but write why you enjoy playing it with friends.

Counter Strike: Global Offensive has 88% Positive reviews. It's not nearly at the top of the list. You might have to scroll way down to find it.

Your friends are able to see your review at the top of the list when they check the Reviews on Games' store page.
And we also have Curators, which are groups / people with a large following doing detalied reviews. This is ofcourse to filter out all the spam, which is (I guess) around 70% of reviews on Steam.

fortunately I have not give a Negative Reccomendation to TF2, they will remove me from their friends list if I did it. this information is very useful to me, thanks

Then they aren't your friends. But it's far more likely they won't notice it or won't care. Heck, you might even find one or two (secretly) agreeing with you.

It's not about ranking. Entertainment products kinda defy ranking on anything beyond popularity.
