Report a translation problem
If a user is a cheater, they have a ban on their profile and can't play on protected servers for the game they were cheating in.
I did that for aesthetics only and not really part of the point.
Lots of friends do it too on my list and I forget who they are as well. -And not every cheater gets caught. I know of a few who have multiple accounts so they're not scared of not playing on protected servers again on THAT account.
You don't need to keep track on people, and if you really need, it's easy nomatter how often they delete namehistory.
Plus, it'd be nice to know who I'm bumping into (especially if it's a cheater) instead realizing it's the same guy under a different alias and wiped history in-game. :(
I do that to people that I’ve blocked all the time so I remember why I blocked them.

Regardless of this, you need to use a better identifier rather than a profile name.
Identifying a user's profile based on their Steam 64 ID is more reliable.
Profile names, have historically been interim and practically cosmetic.
In the past, you can simply overwrite your alias history.
Creating multiple name changes in succession achieves this.
As it relates to scamming or impersonation, neither of these will be exacerbated.
The reason is because they could've overwritten the alias history quite quickly.
Thus, the change seems rather neutral.
Better still, you can query the profile on a third-party site if you're in doubt.
