It's probably not allowed as some items gifting , Steam determines it is trading.
Dota 2 is heavily watched by VAC.
What type of item in Dota 2 do you want to gift??
Most items are purchased and then the option to gift instead of buy for yourself is provided then.

Heroes cannot use items owned by other heroes,

The item is Anti Mage's Skull Basher and it says Trade Cooldown Until November 2 Is it because of that? if it reaches Nov 3 will it be giftable?

I read the link you gave about restrictions Non-tradable can be gifted by level 5 above trophy levels. Is it because im still lvl 4 i cant gift wrap?
