Steam on both desktop and laptop
Is it allowed to use my steam account on both my desktop and laptop (obviously not at the same time). Such as playing Stellaris on on laptop when I'm out somewhere and continuing from the steam cloud when I get home on my desktop.

That is why there is Steam cloud sync. for that very purpose.

Ok great! I'm getting a hand-me-down laptop (good enough for mid level gaming) and would be good when Im out and about to get some grinding out the way before playing at home on the better desktop.

Indeed thats a great idea. I do same :)
For simple games only. laptops dont handel it as well desktop.
