Hmmm odd, I just tested this on a different system and it also doesn't work on that one anymore. Same results as in the OP.
The second screenshot you posted opens up in my internet browser, not in Steam. Is it supposed to?
All I know is, it still doesn't work in Steam. Tested on two systems.
I wonder what the difference is between my setups and yours. I'm on Windows 7x64 by the way.
Opening Artwork in the public when I click the image > it goes to a larger image> then I DB click it now opens in my Chrome full screen.
Like a 2 step thing, are you missinhg a step?
The Artwork is a list of images first we have to click on one, that accesses, it then click it again to get full screen on browser.
Maybe they changed it save load in Steam
I actually really love that as before I never got the full screen image aftr the 2nd click.
One idea if you could check
Steam settings >Web Browser>web browser home page used { https://www.google.com)
and ticked >Allow Desktop web browsers to Automatically log into Steam sites.
I'm on windows 7 x64 prof as well.
Followed your suggestions, added https://www.google.com as main page, ticked "Allow Desktop web browsers to automatically log into Steam sites" and restarted Steam.
Same results - nothing happens when I click on a screenshot for the second time; it refuses to show a full-sized version and doesn't even attempt to open up my browser. Behaves the same on both of my systems.
I'm using Firefox as my main browser by the way, maybe that's why it behaves differently over here.
The second screenshot you posted, was that one directly linked from Steam? Because that one DOES open up my browser automatically when I click on it.
Anyway, I would prefer Steam to just handle this like it did before; open up full-sized screenshots in Steam.

Maybe your internet is a bit slow or Steam connection where you is a bit slow.
I noticed it some times Steam is very slow.

could you post a URL to an artwork your trying to get full screen from?

Setting Google as my home page in Firefox works fine, that's not an issue.
It's not a connection or speed issue either; when I click on other links through Steam, they open up my browser directly, just like the second screenshot you posted above does.
Every screenshot or artwork does this. I could post an example like this:

Yes, found the shot. When I click on it the first time, the comment window opens up. When I click on it the second time for a full-sized version, nothing happens. Steam doesn't show a bigger version and my browser doesn't open. It's because I use "-silent -nochatui -nofriendsui" as command line parameters when starting Steam. "-nofriendsui" causes the issue. Without this, clicking on screenshots works fine and my browser opens up automatically with a full-sized screenshot. When this command line parameter is added, it no longer works.
Could you test this out to confirm if it does the same thing for you? Just add "-nofriendsui" to your Steam shortcut (like "C:\Program Files (x86)\Steam\Steam.exe" -nofriendsui), start Steam with the shortcut and try clicking on a screenshot. You can delete the command line parameter afterwards.
This should be fixed by Valve. Full-sized screenshots should work regardless of the command line parameter. I want to keep using "-nofriendsui", because the new friends UI eats up about 30-50MB more RAM than the old UI. I also prefer the old UI.

There was noway I could have guessed that.
I dont want to risk it adding cmd line .
It is rumoured that this method doesn't work anymore.
And yes your screenshots all opened in my browser.

They added a setting in the new UI to do just that.
Ah, I see. I can assure you it won't mess anything up permanently :)
But I understand, it's cool if you want to be extra careful.
This is the exact same thing I did, but here it's added to the registry instead, so that when Steam launches through the registry, like during auto startup via Windows, it also works.
But I never use auto start-up, so adding it to the shortcut is fine for me (easier to enable and disable as well).

What setting? Because I already tried disabling auto-login in the new friends UI and putting myself on invisible, and while this does prevent the new friends UI from popping up every time I start Steam, it still loads up in the background and eats up about 30-50MB extra RAM, even though it's "disabled" and I'm not logged in.
Only completely blocking it from loading (by using "-nofriendsui") makes sure no extra RAM is used.
But it does.
Steam with "-nofriendsui" = 190MB used total (steam.exe + 4 x steamwebhelper.exe, without opening anything).
Steam without "-nofriendsui" (offline, not logged into new friends list) = 236MB used (steam.exe + 5 x steamwebhelper.exe, without opening anything).
There is an extra steamwebhelper running without "-nofriendsui", probably dedicated to the new friends UI, which eats up about 40MB. It starts eating up even more when I open the new friends list.
