If the price difference is below 10% then yes you can but if the difference is above 10% you can't and would be better off sending a digital gift card for the other person to use to buy it.

I am pretty sure if you run through the process in Steam it'll tell you if you can't at checkout when you specify it's a gift for someone with too great of a price difference.

It looks like you should "just" be able to do so. It's 9.96% cheaper in Japan, just under the 10% threshold.

It depends on the game, some games -- regardless of price difference -- are blocked from gifting to Japan. This can also apply to regionally restricted games; for example, Bandai Namco games appear to be totally blocked from gifting to Japan now. Ultimately all you can do is test. If Steam lets you, then you can. If it won't, it will give you one of several errors.
