[FIXED]Is this a know issue? How can I fix it? (Manifest unavilable)

I have tried all of the Steam Support suggestions. I can't seem to download any of my games. Recently got a new laptop, can't download any steam games(nothing else is broken).

I have:
Changed download region multiple times
restarted multiple times
flushed dns multiple times
changed steam library folder multiple times
reinstalled steam multiple times
restarted my internet multiple times
repaired my steam library multiple times
edit*disabled anti-virus and firewall - make sure you have something other than Windows Defender

Use an anti-virus other than Windows Defender, or find a way to deactivate windows defender.

In my experience its your Antivirus or similar most of the time that is blocking the download.
Set your Steam folder as a secure exception in your antivirus software and see if that helps.

Brand new laptop, I only have Windows Defender, which I disabled.
I am currently downloading avast, I will let you know if that makes any difference.

Windows Defender was the culprit, upon installing Avast, Windows Defender deactivated fully allowing steam to download again. Thanks for the help.

By the way Windows 10> Defender is your AV and Firewall. Does complicate it for you.
If it happens again go to your control panel/All windows firewall. add exceptions.
You dont really need to use a different AV windows defender works really well. I have only that as my AV for this very reason.

I added steam as an exception. I also tried disabling both the firewall and anti-virus. Neither worked for me unfortunately. If it works for you, great, but I suppose I needed to download a new anti-virus to disable Windows Defender.
