Can i empty downloads folder?

so i have about 50gb worth of mods for arma 3 and its using up a total of almost 100gb because it seems the mods are both in the downloads folder and the content folder.

So question is, if i delete it from the downloads folder located at :
D:\SteamLibrary\steamapps\workshop\downloads

will they still function assuming im right about them also being in the content folder? located at:
D:\SteamLibrary\steamapps\workshop\content

Hope sombody can help me cuz id love to save 50gb since steam thinks i dont have a game installed that i do but it wont check for the files unless i have enough space to download it.

your downloads folder if its filled up, can make your windows lose performance also, send them to your recycle bin, and do not empty it! run the game and see if the mods still run and are installed, if so then you can empty the bin and get your space back.

btw what happened to u with it? is it ok to delete it? because i have around 50gb of custom maps on my bo3 and i want to free some space on my hdd

If those maps were downloaded from Steam workshop, you may have to unsubscribe or Steam will just download them again. If you're having the same situation as the OP, delete Steam's download cache first.
