Windows blocks me from saving my games and tells me "Unauthorized changes blocked"

This started happening about a week ago. Whenever i start for example Fallout 4 my computer tells me "Unauthorized changes blocked". Then when i try to save the game it does not save and i realise that its because of the windows ransomware protection. So then i tried to allow an app through the ransomware protection. But it does not work at all, when i do start the game again after allowing it, I still get the message "Unauthorized changes blocked" Am i doing something wrong? I appreciate any help i can get.

allow Steam through windows defender firewall
Select Windows Firewall. ...
Select Change settings and then select Allow another program.
Select Sync and click Add. ...
Within Windows Defender click “Tools”
Within the tools menu click “Options”
Within the Options menu select “Excluded files and folders” and click “Add…”
Add the following
Steam is located in Programfiles x86

Open Windows Defender Security Center
Click App & browser control
Under Check apps and files, choose 'Off'

Go to the forums for the specific game you are trying this with - if its on all games, you have a basic permissions issue, some games will save files in the correct folder, older games will have issues, you do need to be more specific.
