Backup the entire Steamfolder. It includes everygame save mod and all data you'll need.
I did this when I downgraded back to windows 7 and formatted my drive.
My pictures also can have game screenshots.
My documents and my games also has saves. Take Assasins Creed it is stored in User name Documents with the simple name Saved Games no identifying name.
Once up and running installed Steam and copied back games folders then they appear as uninstalled in Steam library just r/click each game and verify files that repairs the connection and saves downloading them again.
I backup every conceivable thing I could even the folders in Common
C:\Users\YourName\AppData\Local << in here is games data saves etc Daedalic Entertainment saves are there as well.
Screenshots are all over the place.
The Steam backup tools etc donot include many of the games saves and the screenshot folder.
