Abysmal Ethernet Downloading

Hi,

I just got a Dell 15" Inspiron 7000 Gaming unit. I am trying to download some Steam games through the ethernet port into my Router. I have 300megabit internet and I cant even get 1mbps... it spikes briefly and then drops to useless speed. I have tried a number of optimizations and such but I cant get anywhere, including changing the download repository's location around. Im not a Windows user, so Id appreciate any insight.

What anti-virus software do you use?

Some of them are notorious for tampering with downloads (on Steam specifically).

Just a clean install of Win 10. So I guess windows defender?

It wouldn't hurt to temporarily disable it in order to test the issue.

My dll is blocked at 285Kbit/s even if I have a 1Gb connexion. i usually dl a 25Mb/s on steam

You might want to change your content servers.

Add Steam to windows defender firewall exceptions @ control panel All>allow an app or program through windows defender firewall
Now if Steam is not listed in here browse to Steam client .exe add, apply
I also add Chrome since it's my default browser and with Steam
Which browser is your default? Edge?
In Steam top left corner open settings then web browser delete web cache
I too use only defender.
My download speed vary but usualy around 2 to 3 megs. Australia Bigpond. ADSL 2
Could also be your ISP throddling your downloads, there are peak times and off peak.
Test your internet speed with your ISP tool if they have one
How old is your ethernet cable?
Is it a cat5? or 6 ethernet network cable?
