In Steam top left corner open settings then web browser delete web cache

My download speed vary but usualy around 2 to 3 megs. Australia Bigpond. ADSL 2
Could also be your ISP throddling your downloads, there are peak times and off peak.
Test your internet speed with your ISP tool if they have one
How old is your ethernet cable?
Is it a cat5? or 6 ethernet network cable?
